In a joint study, Difu Berlin and FiFo Cologne developed and implemented a concept for the material sustainability of Cologne's city finances. The bearing capacity gap amounts to EUR 463 million, more than 10 percent of current expenses: The new concept directly demonstrates how necessary it is.

The "Cologne concept of sustainability" considers the financial development as it presents itself under today's conditions over the course of 25 years. This calculation model takes into account investment needs and key challenges for the future, such as demographic change. This means that the income of the City of Cologne would have to be permanently increased by this amount per year or the annual expenses would have to be reduced (or a combination of both).
